appreciate the fact that "it ie better to inurch with the timeo
than to be dragged along in the proceeoion"•
18. It will bo obsorved that the general lines of my suggested
message to Shaikh Sir Hamad follow, what I understand to be, (to
compare a very small problem to a very large one), those which
the Government of India have adopted as their policy of recent
years in Indiai on the one hand to moot legitimate demands for
self-government and on the other to suppress factitious and
dangerous agitation* In this connection I approve of the reply
given by Colonel Loch to the Baharinah leaders in paragraph 11
(c) of his letter of 18th February which 1 note (from paragraph
12 of the same letter) had an excellent effect*
19* I should be glad to be informed at an early date whether
the Government of India approve in general of my views, and in
particular of the contents of paragraph 16.
