wantod now on tho part of tho Bahrain Government is, I think,
some kind of oo-ordination, which might well take the form of
oonotracting a raodoot Stadium, with a BWlmning bath, hockey
and football grounds, and a running track.

        12. Boy Sc out o. There 13 a flourishing Boy scout movement
In Bahrain under tho ausploee of the Bahrain Government, and
Boy So outs turn out in foroe on tno occasion of local official

         colobrationo.

        13. Laot but by no moans least Education, This in Bahrain
as everywhere else is a difficult and complicated question, and

I do not proposo dealing with it nero# The question is, hov/ever,
under consideration, and I will let you know in due oourae
        haw it progresses.

         14. I have only dealt with progress in Bahrain aa it is in
this particular Arab State of the Gulf that tne question is most
pressing. The same problems are however mutatia mutandis aris-
ing In Kuwait, and if oil la found there by tne Kuwait Oil
Company tnere will then, as in Bahrain, be funds for carrying

out social activities. If oil is found on the Trucial Coast alB o
there will then be money with which the Shaikh3 can better the
condition of their subjects. Muscat being an entirely independ

ent State la In a somewhat different category in oo far as we
are oonoernod, but should tne Sultan in due oourae receive large
royalties from Petroleum Concessions Limited no will probably
start social senomes for nia state and may turn to us for

        advice.
I am sending a oopy of thie letter to Metoalfe and
        Weightman.
