them who are divers hold diving books which arc issued
by the Bahrain Government.
10. The authority of the Ruler of Bahrain
is and always has bean exercised in Hawar where no
other authority is in force, both over the inhabi
tants and over all things moveable and immoveable.
The fiduwis of the Shaikhs of Bahrain, in the past,
und the nuturs, notioe servers and State Polioe in
more recent times, have enforced the orders of the
rulers of Bahrain in the Hawar Islands by displaying
the official proclamations, by arresting malefaotors,
by producing from Hawar persons whoso presence is re
quired by the judicial authorities in Bahrain and by
enforcing the orders of the Ruler of Bahrain or his
oourts ovor the people and properties in Hawar.
11. Particulars of oases tried in the Bahrain
Courts regarding disputes among the people of Hawar
about moveable und immoveable property are given
in the note attached to this letter. It will
be appreciated that until the present regime no
regular filing system or preservation of records
existed and a search for old oases regarding Hawar
has been unproductive und has only produced two
judgments dated 1327 and 1328 Hejrah. These
judgments, signed by the late Ruler Shaikh Isa bin
•Ali and the Sunni Kadi of Bahrain refer to land
