                                 2.  Tho 1st contains tho views of tho Political Agont, Maskat, regarding
                             tho soizuro of arms from tho “ Baluchistan’* and appoars to merit attontion.
                             Major Pagan is also strongly of opinion that more cffoctivo measures than at
                             present exist should bo taken to stop tho traffic in arms, which, ho is certain,
                             is going on between Maskat and tho Persian coast. Thorc is littlo doubt that
                             largo quantities go to J^uigalv wkoro an Arak Shaikj^ thQ ^Q^condant of the
                             ancient rulers of tlio place, is holding out against tho Porsian authorities^ ’and
                             to Bunder Abbas,. which is undoubtedly tho port from which they aro taken
                             in tne*(lifectfonv6f' Afghanistan. In connection with this point, I would invito
                             a roforeh6o'*tO',tlIO'l6twr“from the Assistant Surgeon, who is informed that a
                             local Hiigixi,jupj:c^Ant there, docs business with Afghans from tho Indian

                             roprosentativo at Bundor Abbas, who would have power also to visit Lingali and
                             tho Arab coast, for, until this is dono, wo will not bo able ollcctually to
                             check tho traffio from the Gulf to tho intorior.
                                 3.  Tho onquirics mado by Captain Itamsay, I.M.S., who has boon acting
                             as Consul at Busrah, do not indicato that thorc is a groat importation of arms
                             into Turkish Arabia, or at any rato .that it is being carried on openly.

                               Memorandum on the care of Fjiacis Times & Co., vs. Sea Insurance Company, " Limited."
                                 1.  Mr. Pickford, Q. C., stated for plaintiffs that they had a warchouso and
                             a place of business at Maskat. This is not true. They employ an Agent,
                             Damodhur Daramsoe, when thoy Want to do business horo, but this man is also
                             Agent of sovoral other companies. Ho is simply a Commission Agont through
                             whom various firms, amongst othors, Pracis Times, do business.
                                 2.  Mr. Justice Bigham has entiroly mistaken tlio circumstances undor
                             which tho "Lapwing** acted in tho seizure of tho "Baluchistan,** but as this has
                             already boon fully and accurately described in Sir A. Godloy’s lottor to tho
                             Under-Secretary of State, Poroign Office, thoro is no object in my making any
                             further romarks on this point.
