3. I havo at prosont no certain knowledge that an export trade in arms
oxials from Bushiro to Koweit. As, however, tho prcscnco of arms in Bushiro
iB certain, and tho communication between tho two placos is easy and frequent,
I am disposed to think that tho holders of woapons in Bushiro smugglo them to
Kowoit and othor places wlionovcr an opportunity presonts.
4. As stated in ray lottcrs Nos. 89 and 7, dated 1st and lGth January
1899, rospcctivoly, it appears hardly to admit of doubt that arms aro being
oxported from Maskat in Nativo craft to ports on tho Porsian Gulf, north of
Jask, and ltas-ol-Khyma, on tho Persian and Arab coasts, rospcctivoly, and, if
tho traffic is really to bo put a stop to, tho prosonco of a gun-boat will bo
noccs8ary.

cony of his official report addressed to you. It does not appear whether ho
did so with your authority.
