I do not doubt that aomo of tho Shoiklifl. bavo tho .good will not to (take-

             mind it at all.
It is, of oourso,. of .no oonsoquouco, but Lonly .want.to atato Aliat tbo.-Bhoikh’a
man showed an ovorbearing mannor by speaking loudly ,and big. and oyon-
montionod to my olork Abdunabi that bo would complain to tho Shoikh about
him and about mo. In faot, bo noted as if ho thought to bo in his -right by
taking tho coolio although tho aamo was employed by mo.
This shows again how little tho Sheikh's pooplo grasp tho situation.

                              No. 260, dated tho 7th November 1004.
From—Captain P. B. Fiudeaox, AGnietnnt Political Agont, Bahrein,

I rccoivcd a lottor from Mr. Itobort Wonokhaus, tho Gorman, complaining
that on tho 6th instant ono of Shoikh Hamad bin Isa's sorvunts was foroibly
trying to tako away ono of tho Gorman's coolies whilo tho man was bringing
wood from a boat to tho Gorman’s godown,—that on tho ooollo refusing to
follow tho Shoikh's man tho latter struok him and followed him up to tho
             Gorman's podown-whoro tho Gorman's man Abdunabi told Sheikh Hamad’s
sorvant that the ooolio was in tho sorvico of tho Gorman, but ho would not hoar
of it and did not loovo tho coolio alono until ho was told to do so by Mr.
             Bahnson.
To prevont similar regrottablo ineidonts in future I roquost that ordors
may bo ro-issuod to all tho Sheikhs and Amirs to tho effect that no coolies in
tho omploy of Europeans oan bo forcibly taken away by any ono.
Tho system of “ Sukbra ” is regarded, as you may wall understand, by tho

Evory instanoo Which brings to notioo tho oppression ontailcd by this
system must, therefore, ultimately affeot tho:intorO'ts of tho porsons who profit
by its cxistonoe, and this fact I think might well bo instilled into their minds.
