Wo havo tho honour to transmit copios of correspondence, os ranrked
• Appendix D. in 11,0 accompanying* list, on tho subject
of alTairs in Bahrain.
2. It will ho seen that, Q9 a soquol to tho naval demonstration which took
placo in Eobruary last owing to tho unsatisfactory attitudo adopted by tho
Sheikh in regard to tho punishmont of tho authors of cortain outrages on
i ’ foreigners in tho island, Major Cox mado cortain recommendations with a view
to socuring guarantees for tho moro satisfactory administration of alfairs in
tho futuro. Tho measures which ho proposod wero :—
(а) Tho appointment of a Wazir solcctod for him by tho Government of
India to carry on tho government of Manama under tho immediate guidanco
of tho Political Agent.
(б) Tho creation of a small polico forco under a nativo polico oflicor of tho
Governmont of India.
(<?) Tho warning of tho presont Ruler’s heir, Sheikh Homed, that, in spito
of tho recognition given by tho Govornmont of India to his right to succeed,
their ultimato acquiosoonco in his succession will depend entirely on his satis
factory demeanour from this day forward.
(id) Tho excrciso by tho Political Agent of his influonco with Sheikh Esa,
in ordor to prevail upon him to allow his graudson, Khalifa, to bo sent to India
for a timo for education and training in viow of tho possibility of his ovontual
selection to succocd in placo of Shoikh Iiamod.
In accordanco with instructions, tho Political Agont has delivered tho
warning suggosted uudor (c). Major Cox’s proposal as to (</) has also bcon
sanctioned.
3. As regards tho proposod appointment of a Wazir, Major Cox’ s attention
was drawn to some of tho difficulties which stood in tho way of carrying out
the suggestion, and ho was reminded that the roform of tho Customs adminis
tration was still tho first question to which tho Political Agont should address
himself. A further report was also called for, and in roply Major Cox sub
mitted certain proposals by Captain Pridoaux, which may bo summarised os
follows
(a) That, it would bo hotter that, until tho Political Agont has aoquirod
adequato influence ovor tho Sheikh, no stops wlmtovor should bo takon to
pross upon Shoikh Esa tho proposals recommondcd originally in tho llosidont’s ^
