                 Captain Pridoaux bad bcon asked for his opinion in regard to your
             tolcgram No. 85-E. B., datod tbo 0th January 1005, and in tbo ovont of tho
             Sheikh rofusing to comply with tho ordor of Governmont, my reply thoroto
             suggested that tho following throats might bo tried prior to tbo ultimate ono of
             bombarding Mubarrag: first, thut our recognition of his son as heir apparent
             may bo withdrawn; second, that troops may bo located in Bubroin at tho
             oxpenso of tho Sheikh or of oursolvcs; third that ponding liqi  uidation
             a hoavy fino with partial control ovor rovenuo may bo imposed. To  o first I
             aproo with, but doubt wbotbor it would have muoh ofToot by itself. I soo no
             advantage in tbo socond oxcopt that so far it may provo absolutely ncoessary
             for tbo safety of tho Europoan community,. Tbo third involvos control over
             Customs and would entail tho location of troops also unless tbo 8hoikh  wore
             first subdued. Iu any oaso wo might uso tbo drat throat inoidontally, but I
             think that tlio threat to aboil the Shoikb’a residonco in Muharrag if bo doos

             sufficient. Captain Pridoaux also suggests oonsidoration of tbo possiblo
             expediency of tbo expulsion of the two troublesome Mullas. I doubt tlio
             wisdom of demanding their oxpulsion now, but tlioy might bo warned to bo
