at Maskat, Mr. Grander was instructed by Major Fagan to draw up a roport
on tho arms seized on the S. S.4 Baluchistan’ indicating—
(i) Thoir condition.
(ii) Their marks and whether tlioy aro of British or foreign manufac
ture.
(iii) Thoir quality and approximate value.
f, (iv) Whothcr, in his opinion, tho arms were likoly to bo of any uso to
Government or not.
When Mr. Brandcr was proceeding to Bahrein, Major Fagan suggested that,
in tho absonce of instructions from Lioutonant-Colonol Mcado, Mr. Brandcr
should framo a similar roport on the arms attached at Babroin. Unfortunately
Mr. Brandcr did not pluco himsolf in communication with Lieutenant-Colonel
Meade.
4. Tho letter of tho 9th August 1898 from tho India Office, which wa9
rccoived with Your Lordship’s abovo quoted despatch, appears to sufficiently
travorao tho noticeable mattor in tho statement of tho Birmingham gun-makors.
Wo havo nothing to add on tho subjoot, nor do wo wish to offer any romarks
on tho Judgment delivered by Mr. Justice Bigh am.
