These long, intimate, and multi-forms historical relations between the wto
nations must, therefore, constitute the basis on which present and future
cooperation is planned, ١n other words, the legacy of the past in the case of
lndia and the Gulf must be empﺕoyedtoday in shaping certain, if not all,
foreign policy decisions of each side toward the other as this legacy does not
contain such irritant factors as territorial dispute, ethnic hostility, or political
competition.
