Garda Vetting

As part of the process of employing staff, Nursing Homes Ireland in consultation with the Garda Central Vetting
Unit are the Authorised body to manage the submission of applications for vetting on behalf of the sector to the
Garda Central Vetting Unit. It is not possible for the GCVU to train large numbers of the sector for this purpose
and, as within other sectors, it is necessary to appoint a single point of contact for the sector.

The HIQA Draft Standards for Residential Care for Older People specifies that all staff must undertake garda
vetting.

THE ROLE OF THE PROPRIETOR OF A NURSING HOME
In practice, this means that NHI will:

1. Receive and check the completed Garda Vetting Application Forms from individual Nursing Homes
2. Apply to GCVU to have the vet carried out in respect of each applicant
3. Receive Garda Vetting results from the GCVU once the vet has been completed
4. Return completed application with result of the vet, in respect of each applicant, to each Nursing Home

In this regard, the Registered Authorised Signatory to process garda vetting applications on behalf of the nursing home sector is Ms. Anne
O’Donoghue, who has received training by the Garda Central Vetting Unit.

THE ROLE OF THE PROPRIETOR OF A NURSING HOME
The proprietor is responsible for ensuring that any proposed new appointee who may have access to vulnerable adults is vetted. However,
this should only be sought in respect of a person whom the nursing home proposes making a job offer. This also applies to Volunteers and
Students seeking work experience. Applicants aged 16-18 are required to fill up parent consent form, which can be obtained from NHI.

If forms are not completed correctly, it may be returned to you for further completion/verification. This can significantly slow your
Garda Vetting Process. It is imperative that Nursing Homes adhere to NHI checklist before sending application forms, as it is in the
Nursing Homes interest that forms are fully complete and correct.

NATIONAL VETTING BUREAU (CHILDREN AND VULNERABLE PERSONS) ACT 2012 and the introduction of an E-Vetting
System.
Garda Central Vetting Unit shall, after commencement of Act, be known as National Vetting Bureau of the Garda Síochana.

A relevant organisation shall not permit any person to undertake relevant work or activities on behalf of the organisation unless the
organisation receives a vetting disclosure form the National Vetting Bureau in respect of that person. This means, from commencement of
the Act, a person who contravenes this section shall be guilty of an offence.

Nursing Homes Ireland will remain the Authorised Body to manage the submission of applications for e-vetting on behalf of the sector to
the National Vetting Bureau. E-vetting is being developed for introduction in line with the commencement of the National Vetting Bureau
Act. The E-vetting system will allow online submission and processing of vetting applications and will allow for more effective and efficient
delivery of the vetting service.
