Chapter 13 – Municipal Utilities

(4) DISCONTINUANCE OF WATER SERVICE. The Racine Utility is hereby
        authorized and directed to discontinue water service to any property wherein any
        connection in violation of this ordinance exists, and to take such other
        precautionary measures deemed necessary to eliminate any danger of
        contamination of the public water system. Water service shall be discontinued
        only after reasonable notice. Water services to such property shall not be restored
        until the cross-connection(s) has been eliminated in compliance with the
        provisions of this ordinance.

(5) EMERGENCY DISCONTINUANCE. If it is determined by the Racine Utility
        that a cross-connection or an emergency endangers public health, safety or welfare
        and requires immediate action, and a written finding to that effect is filed with the
        Village Clerk and delivered to the customer’s premises, services may be
        immediately discontinued.

(6) ADOPTION OF PLUMBING CODE. The Village adopts by reference the State
        Plumbing Code of Wisconsin being COMM 82, Wisconsin Administrative Code,
        and any amendments thereto.

                                        II. SEWER UTIILTY

13.04 SEWER UTILITY COMMITTEE.

(1) CREATED. There is hereby created a Sewer Utility Committee consisting of 3
        members of the Village Board to be appointed by the Village President.

(2) POWERS. The committee shall generally have jurisdiction as to all matters
        relating to the sewer utility of the Village. The Committee shall supervise the
        operation of the sewer utility. Subject to the approval of the Village Board, the
        Committee shall appoint a manager or superintendent and such other employees as
        may be necessary. The compensation, salaries, wages or benefits of all such
        employees shall be as established by the Village Board. The Committee shall see
        that all reports or other documents and papers required to be filed with
        government agencies, including, but not limited to, the Department of Natural
        Resources, are prepared and filed as required.

(3) ORGANIZATION. The members of the Committee shall meet and they shall
        make and adopt rules of procedure and cause books and records of account of the
        sewer utility to be kept in the manner and form prescribed by the Village’s
        accountants and as required by law. Said books and records shall be open at all
        times for the inspection of the public during normal working hours.
