Too means too much. It gives the sentence a negative feeling or idea. We often write to and a
simple verb after a too phrase.
The weather was too cold to go swimming.
(We could not go swimming.)
Our daughter is too young to drive.
(She cannot drive.)
Ann was too tired to go out in the evening.
(She did not go out.)
