Local Assembly of Motor Vehicles – Ministry of Industry
Following the last National Budget recommendation on the promotion of local assembly
of motor vehicles with value addition, a Standard Operating Procedure has been prepared
by the Ministry of Industry. The Association provided its inputs on the issues of the SOP
document with the request to amend it for it to be feasible for the members.
Local Assembly of Motor Vehicles Using Used Spare Parts
Even though the Government via the Ministry of Industry is launching a local assembly
line, the assembly of motor vehicles using used spare parts has re-surfaced. To counter
attack, in addition to the press releases issued on this illegal assembly, the Association
responded by way of publishing news articles highlighting the ill effects especially on the
safety standards as well as such vehicles will not be conforming to manufacturers’
specifications and as such the buyers of such vehicles will be duped. The Association
requested the members to draw the attention of their principals of the resurgence of this
project which initially came way back in the late 1990’ss and which the Association lobbied
very strongly and took to legal means and successfully thwarted this assembly. In this
regard, the Association has addressed concerns to HE the President, Hon Prime
Minister/Minister of Finance, Hon Dilum Amunugama, Sate Minister of Transport, Hon
Mahinda Amaraweera, Minister of Environment who understood the gravity of the
concern of the Association and expressed his disapproval on this illegal project.
Illegal Tampering of Odometer (Mileage) Meters
It was brought to the attention of the Association that individuals wishing to dispose of
motor vehicles had now begun altering the odometer (mileage) meters in motor cars. This
was brought to the attention of the Chairman Consumer Affairs Authority highlighting
that customers will be cheated and on safety factors. The Association had highlighted this
through its social media platforms and PR articles on leading newspapers.
Multi Brand After Sales – Guidelines
With the import suspension of vehicles in March 2020, several members ventured in to
multi-brand used vehicles sales & after sales. In order to maintain each members brand
identity of their franchise brand, the association developed a ‘Multi-Brand Guideline’ to be
followed by members who are retailing or servicing Multi-brands.
