Kinmen was controlled by the Army for a long times, a provisional government called "
Kinmen Politic Afairs Commission was established on June 23, 1956, and ended on NOV.
7, 1992. During the early years in 1970s, A long term Economic development plan was
pushed by the government. The team leader Mr. Wu Shi-Shun asked me to help them, how

to improve the agricultural environment, and improve the farmers' income. So that, a lot of
plans were appeared. Such as Land reformed, soil improved reservoirs construction and the
idled fields cultivating for the young farmers etc., all of them, were depended on the soldiers
to help us. Most of these plans were completed during I reshuffeled from the director of

Agriculture station to the Section Chief at kinmen county in 1776.
I was selected one of the 10 outstand Youngmen in Taiwan in 1973. That's promoted by our
Late magistrate mr. Hao Chen-Pu, When he was a Director of Social Affairs Bureau in Taipei
City. I deserved this honor for my work at the Agriculture station to breed the high guality

Sorghum and increased the imcome for the farmers in Kinmen.
I reshuffled to the section chief in Mar. 1976. I was in charge with agriculture, forest, fishery,
livestocks industry, mineral, business, water conservancy transportation and construction
etc. it's one of the most important department in Kinmen. Because most of my works were

related to the military. Such as the Land reformed & soil improvement. We needed a lot of
manpower & trucks to move the soil from seashore & the fertire soil that was dugout from
reservoirs. And how to contruct a reservoir and any buildings in Kinmen, you had to get an
agreement with them. So that I had to make a report to the commander of Frontier Defense in

Kinmen.
