PROGRAMMING PLAN





       The goal of this programming plan is to integrate the general and specific work product that has been undertaken thus far and dovetail with

       a unique hospitality product offering. Valor brings considerable experience and proven results with all the functioning elements of a cost
       effective and expertly designed hotel product. In a well thought out and wise move, ownership has released an RFP in order to benefit
       significantly from the guidance and direction of a highly experienced full service and independent hotel operator to assist them in 'leading
       the charge' on the final conceptualization to operations: the goal being to make the most economic and highly desirable guest purchase
       appeal over other choices available. To accomplish this objective, Valor would perform the following services:


               •   Work with ownership on finalizing a well-constructed hotel program and plan be it independent or branded;

               •   Offer brand options and negotiate term sheets with the brands to ensure the best commercial terms for ownership;
               •   Recommend, engage and work with a well-established and recognized interior designer on scope and planning; (if required)

               •   Work with the architect, planners, designer and general contractor (“GC”) in determining/refining the project scope to meet
                   project design and cost parameters. This includes negotiating as many items as possible with a brand (if chosen) to ensure
                   lowest possible costs;

               •   Develop property assessment overview including, full list of all space requirements, operational flows, services to be offered and
                   detailed requirements for FFE, OSE and IT;

               •   Determine scope of requirements to operate under a newly branded hotel property and ensure compliance for the asset;

               •   Determine vendor relationships, review necessary contracts and licenses, city ordinances, permitting & zoning;

               •   Assist in developing a full and detailed project budget specifically as it relates to concluding an absolute ‘all-in’ project budget and
                   thereafter – value engineering as required;

               •   Concept, theme, design and create all new Food and Beverage offerings;

               •   Develop detailed operating budgets and proformas; and

               •   Develop detailed pre-opening budget plan.
