IDEAL CHARACTERISTICS
         The Department of Emergency Management is seeking a collaborative, approachable, and enthusiastic professional
         to serve as its next Director of Emergency Management. The ideal candidate is a seasoned leader who fully embod-
         ies and effectively fosters a culture of inclusivity and mutual respect, and in doing so, leads by example in the way
         that inspires members of the organization at every level. The incumbent is an expert in emergency management and
         well-versed in countywide Emergency Plans. The Director of Emergency Management will balance the role of being an
         experienced mentor with a responsibility to share knowledge and wisdom; an equally analytical and solution-oriented
         commander who is responsive in the face of navigating challenging decisions; and a reliable team player who is trust-
         worthy and represents the organization, both internally and externally with the community it serves. The ability to build
         strong relationships is important, and the most competitive candidates are prepared to meet the Department’s goals
         while negotiating with significant stakeholders.

         QUALIFICATIONS
         Through knowledge of:
         •   Federal and State codes, laws, regulations and ordinances related to local and regional disaster management and
            hazardous materials incident preparedness, response and recovery
         •   Principles of public administration, organizational design and management including goal setting and implementa-
            tion
         •   Principles and practices of leadership, motivation, team building and conflict resolution
         •   Principles and practices of personnel management such as supervision, selection, training, performance evaluation
            and discipline
         •   Principles and practices necessary to plan, organize, direct, implement, evaluate and coordinate complex and var-
            ied programs
         •   Functions and operations of related government agencies and community organizations
         •   Technology, trends and techniques in the areas of emergency and disaster preparedness, response, relief and
            recovery
         •   The use of facilities and systems required during emergency operations
         •   Public relations practices required to maintain effective relations with agency staff and officials, State and Federal
            agencies, and the general public

         SKILL AND ABILITY TO:

         •   Plan, organize, manage and evaluate staff and operations of an emergency preparedness, recovery and response
            operation
         •   Direct and coordinate all levels of personnel and aspects of emergency services administration in an actual emer-
            gency or disaster situation
         •   Determine emergency service and disaster preparedness program objectives, priorities and approaches
         •   Develop and implement policies, plans and procedures for monitoring and evaluating responses in time of emer-
            gency or disaster
         •   Interpret, apply and explain County policies and State and Federal legislation related to emergency services
         •   Analyze and evaluate statistical data and reports related to emergency services
         •   Ability to achieve the professional confidence of others and to elicit cooperation from others, utilize strong media-
            tion and conflict resolution skills
         •   Establish and maintain effective working relationships with staff, the public, representatives from other agencies,
            the community, industry, media, and other organizations
         •   Select, motivate and evaluate staff and provide for their training and professional development
         •   Communicate effectively both orally and in writing, prepare comprehensive administrative, fiscal and technical
            reports and correspondence
         •   Ability to make sound decisions in a manner consistent with the essential job responsibilities, including answering
            questions, releasing information, analyzing and projecting consequences of decisions and/or recommendations
         •   Work effectively in a high stress environment
