         THE POSITION
         The Deputy Director of Social Services is an At-Will position.  Incumbents in the class have the responsibility for the direction
         and supervision through a management team that includes second level managers within the Department of Social Services
         which includes Community Benefits, Family and Children’s Services, Aging and Adult Services, CalWORKs Employment
         Services, or Administrative Services.  Incumbents develop, recommend, and implement program services, policies, and pro-
         cedures.
         EXAMPLES OF DUTIES

         •   Plans, develops, implements, directs, monitors, and evaluates departmental operations in one or more of the follow-
            ing areas: public assistance eligibility, child welfare, welfare to work employment services, aging and adult services,
            or financial and administrative services; coordinates service programs and resources to serve the direct needs of
            the community assures program integrity, customer and community access, and legal/regulatory compliance.


         •   Selects, assigns, directs, and evaluates the performance of subordinate management, supervisory and other
            personnel; determines qualifications, skills and training needs of the Department’s multidisciplinary staff, oversees
            management development and staff training programs within the Department; coordinates corrective measures
            as required Analyzes data and develops recommendations on budget, staffing, policy and program activities of
            assigned areas; presents recommendations to department and County leadership in written and/or oral form; may
            present recommendations to the Board of Supervisors.

         •   Analyzes proposed and existing Federal, State, and local legislation, policy and/or regulations for their impact on
            the community and departmental operations; develops departmental position papers; makes recommendations on
            and implements operational, or programmatic policies and practices.

         •   Keeps informed on Federal and State grants, and funding programs; coordinates the preparation and submission of
            grant applications; provides assistance in grant writing to community groups and organizations.


         •   Works closely with the County’s Communications Director to provide information to the news media and the public
            relative to assigned program areas; represents the Department at meetings and hearings; interacts with and pro-
            vides staff support for various advisory boards, commissions and committees.
