It was not easy to have a new technology. Every new technology
learn ng, teach ng, produc ng, process ng and us ng the system was n
quest on, In other words, t s not enough to get the technology, but also
to g ve th stra n ng to teach t.
People had to be brought n.
So n short, even f a technology s found, t s very d ff cult to make t
ava lable to the publ c and to other nat ons.
t was d ff cult, so technology was not advanced everywhere.
