SPEAKER BIOGRAPHIES
Jason Hershock
Jason is a graduate of Penn State University. Over the last 22 years he has worked for the Army, Sargent and Lundy, and the Pennsylvania Department of Transportation’s District 8-0 office and Central Office. Most of his career with PennDOT has been in traffic and highway safety. He currently manages the Safety Engineering and Risk Management Unit in PennDOT’s Highway Safety & Traffic Operations Division (HSTOD). He manages Pennsylvania’s HSIP, Low-Cost Safety Improvement Program, safety research including countermeasure effectiveness and development of Safety Performance Functions (SPFs), highway safety training subcommittee, and Risk Management programs. Jason serves as a member to national pooled
fund study groups, which include the Evaluation of Low-Cost Safety Improvements, TPF-5(317), and the Highway Safety Manual Implementation pooled fund group, TPF-5(255). He is a current member of the AASHTO HSM2 steering committee and is a NCHRP 17-71A, Highway Safety Manual, Second Edition, panel member.
Bill Houpt, PE
Bill is the safety engineer in the Federal Highway Administration’s Pennsylvania Division Office. He is responsible for leading the coordination efforts with PennDOT as it relates to the Highway Safety Improvement Program (HSIP) along with other highway safety activities and initiatives. Bill joined FHWA in February 2020 after spending 14 years with the Pennsylvania Department of Transportation in Engineering District 3-0 and serving as district safety engineer for over 11 of those years. He received his Bachelor of Science in civil engineering technology from
The Pennsylvania College of Technology in 2003, and is a registered Professional Engineer in the state of Pennsylvania.
Michael C. Keiser, PE
Mike graduated from Penn State University with a Bachelor of Science in engineering in January 1986. He had a brief career in the oil industry in Farmington, New Mexico. He started with the Pennsylvania Department of Transportation’s Engineering District 8-0 in June 1986 as a civil engineer trainee. Most of his experience has been in Design: over nine years as a project manager and over 10 years as district highway design engineer.
Mike was named assistant district executive-design in PennDOT Engineering District 5-0 in 2010. He returned to District 8-0 in early 2012, after being appointed district executive, and he was named acting deputy secretary for Highway Administration in March 2021.
