Erin presents and moderates panel discussions on infrastructure, land
use, and development-related topics at conferences both domestic
and international, as well as for ACEC’s member organizations. Recent conferences she has presented at include: International Federation of Consulting Engineers (FIDIC) program on Health Infrastructure (2021, Virtual); ACEC Fall Conference session on the Communications Sector Outlook (2020, Virtual); Regional Studies Association (RSA) North American Conference (2019, Montreal, Canada); City Futures IV (2019, Dublin, Ireland); ACEC Annual Convention & Legislative Summit (2019, Washington, D.C.); and the RSA Annual Conference (2018, Lugano, Switzerland).
Erin holds a Master of Science in transportation (planning concentration) from the University of New Orleans, as well as a Master of Business Administration from Marymount University and a Bachelor of Arts
in American civilization (urban studies concentration) from George Washington University. In 2019, she completed Oxford University’s Infrastructure, Development, and Finance course, which brought leaders to Oxford, England, from six continents. Erin has a certificate in economic measurement from the National Association of Business Economics, as well as a certificate in mitigation planning from the Federal Emergency Management Agency’s Emergency Management Institute.
Scott McMasters
Scott has been with the Pennsylvania Department of Transportation for nearly 21 years. He is a senior highway designer - digital delivery design lead for the PennDOT Delivery Digital Team.
Colleen Meiswich
Colleen has over 20 years of experience in the transportation and development industry. She has a thorough understanding of the laws, regulations, and procedures related to environmental studies and the National Environmental Policy Act (NEPA). Colleen’s primary focus is
on NEPA compliance and helping clients navigate the NEPA process.
She was recently promoted to vice president of environmental services
at A.D. Marble and has worked on a variety of projects, including large reconstruction projects, bridge projects, roadway and intersection projects, trail projects, and corridor studies. Colleen leads A.D. Marble’s business development efforts in the eastern part of Pennsylvania. She holds a Master of Science in community and regional planning from Temple University and a Bachelor of Science in biology and environmental science from Marywood University.
