Allen Melley, PE
Allen graduated from the University of Pittsburgh with a Bachelor of Science in civil engineering and is a registered Professional Engineer in Pennsylvania. He has been with the Pennsylvania Department of Transportation for over
22 years. He has progressed through the design ranks where he managed numerous projects ranging from $100,000 to $300 million. Allen holds the position of project development engineer – digital delivery lead. Since 2019, he has been on special assignment leading PennDOT’s Digital Delivery Directive 2025 initiative.
Monica Mika, SHRM-SCP
Monica is the HR Delivery Center manager for the Pennsylvania Department of Transportation (PennDOT), the Department of Community and Economic Development (DCED), and the PA Emergency Management Agency (PEMA). She’s been in the HR industry for 15 years, 10 of which have been with the Commonwealth of Pennsylvania. Monica studied human resources and management at Lebanon Valley and Messiah Colleges and is now a Society of Human Resources and Management Senior Certified Professional.
Dr. Scarlett Miller
Scarlett is an expert in innovation, human-computer interaction, engineering design, and human factors product design. She is an associate professor in the School of Engineering Design, Technology, and Professional Programs (SEDTAPP) and the Hal and Inge Marcus Department of Industrial and Manufacturing Engineering at Penn State University. She also holds affiliate appointments in Mechanical Engineering, the College of Information Sciences and Technology, and in Surgery.
Robert Mueser
With more than 25 years of experience in the AEC industry focusing on transportation solutions for government agencies, Bob has become a
trusted advisor in developing strategic transportation solutions for agencies and owners. Currently the transportation solutions executive for Autodesk, he works closely with product, sales, and marketing teams to ensure that Autodesk’s strategic vision for the transportation industry is implemented and aligned with customer objectives. As an early adopter and leader in CAD, BIM, GIS, Cloud, Asset Management, and Digitals Twins, Bob led sales and marketing groups in accelerated paths to digital transformation for capital project delivery, operations, and maintenance. He remains actively involved in the industry, with a focus on advancing government agencies and owners in Digital Project Delivery.
