 SPEAKERS - Day 1 Scott McMasters
Scott has 20 years of roadway experience with the Pennsylvania Department of Transportation District 1-0. He has worked on projects ranging from minor to major complexity. He has also been part of many of PennDOT’s CAD initiatives, OpenRoads Designer Core Team and currently on special assignment as Digital Delivery 2025 lead for OpenRoads Designer workspace.
R. Robert Morrison, PE
Rob is a Senior Project Manager at Urban Engineers,
who has provided project management, design, and construction support services for a variety of highway and bridge assignments, including projects for the Pennsylvania Department of Transportation and the Pennsylvania Turnpike Commission.
Rob was the Project Manager for final design for the 2003
Pennsylvania Partnership for Highway Quality Design award-winning, four-lane, urban limited access, Route 26/I-99 Corridor which connected SR 0322 (Mt. Nittany Expressway) with SR 6026, Section A02 in
Centre County. The project included 5 miles of new expressway with four interchanges, 10 bridges, three culverts, and two retaining walls. Construction cost $83.5 million.
He was also a Design Engineer for preliminary engineering and final design of a new 2.1 mile, collector-distributor roadway system for US Route 30 in Lancaster County. The project included nine bridges, 12 retaining walls, and five sound barriers. Construction cost $83 million.
Rob graduated from Drexel University with a Bachelor of Science in Civil Engineering and a Bachelor of Science in Architectural Engineering. He also earned a Master of Engineering in Engineering Science from The Pennsylvania State University. He is a licensed Professional Engineer in
six states, including Pennsylvania. As a Project Manager, he has prepared design schedules, manpower projections, and project budgets, in addition to coordinated subconsultants, right-of-way acquisitions, utility companies, and public agencies. Rob has been responsible for coordinating project status meetings and public meetings, and reviewing project invoicing and designs. As a Project Engineer, he has experience in designing horizontal and vertical alignment, drainage, erosion and sediment pollution controls, pavement, signing and pavement markings, lighting, and maintenance and protection of traffic plans.
Rob has spent the past 10 years working on SR 0422 Section SRB and is excited to share a brief summary of the planning, design, and construction phases of the US 422 Schuylkill River Bridge project. 29
