SPEAKERS - Day 1 William Kovach, PE
Bill is the District Executive for the Pennsylvania Department of Transportation, District 12-0 in Uniontown. District 12-0 includes the southwestern Pennsylvania counties of Fayette, Greene, Washington, and Westmoreland. District 12-0 has nearly 800 employees, and an annual operating budget of $300 million, and is currently the only PennDOT District and one of few transportation agencies nationwide which holds an ISO 9001 registration for Project Delivery.
As District Executive, Bill is responsible for overseeing the team that manages the design, construction, and maintenance of a large network of transportation assets. There are approximately 3,600 miles of roadway, 2,349 bridges, and 164 miles of bicycle routes, as well as thousands of other assets. Within District 12-0, there are 10 cities and 193 municipalities.
Bill is a graduate of West Virginia University with a Bachelor of Science degree in Civil Engineering. He has over 38 years of transportation, engineering and construction experience, with over 34 years with PennDOT. He has gained experience in all facets of design, construction and maintenance. In addition to his PennDOT experience, he has over four years’ experience working in the Heavy/Highway Construction field. Bill is a registered Professional Engineer in Pennsylvania, and a member of the American Society of Highway Engineers.
