SPEAKERS - Day 2 Marcia Jackson
Marcia began her career with the Pennsylvania Department
of Transportation as an Engineering Technician/
Transportation Construction Inspector (TCI) where her major
focus was to inspect the material and workmanship provided
by private contractors working on the state’s roadways. She
advanced to a TCIS (Supervisor) where she was given more
lead and independent inspection duties. She then advanced
to a TCM (Manager) where it was her role to manage several
construction projects in a designated one-to-two county area and assist field supervisors and inspectors who worked from those specific work sites.
A promotion to TCM2 took her into the office at Engineering District 8-0 where her role was to oversee the Construction Support Unit. Their mission was to assist construction projects within the district from project office setup to final audit of contractor payments. In addition, they developed and managed consultant inspection and management agreements. In 2015 she transitioned to Central Office Consultant Agreement Unit in the Contract Management Section of Highway Delivery.
Daryl St. Clair, PE
Daryl is a graduate of the University of Pittsburgh at Johnstown. He has 22 years of vast work experience, which includes environmental consulting; working in Districts
6-0, 8-0, 9-0, and 10-0; the former Bureau of Design; the Bureau of Maintenance and Operations where he was Acting Director; Chief of the Maintenance Division; and Acting Director for the former Bureau of Highway Safety and Traffic Engineering. He is currently the Special Assistant to the Deputy Secretary for Highway Administration.
