SPEAKERS - Day 2 Dave Bender
A veteran of over 40 state, local, and national campaigns, Dave brings unique political experience to ACEC. Dave came to ACEC National in June 2019 with 20 years
of association management, including seven years as President of ACEC-Illinois where he chaired a coalition of 50 business/labor organizations to pass the first major infrastructure increase in Illinois in 29 years.
Steve Hall
Steve joined ACEC in 2001 and currently serves as Senior Vice President for Advocacy. Prior to ACEC Steve spent 14 years on Capitol Hill working for four House Members, with his last six years as Chief of Staff and Legislative Director for Congresswoman Sue Kelly (R-NY).
Mike Keiser, PE
Mike graduated from The Pennsylvania State University with a B.S. in Engineering in January 1986. He had
a brief career in the oil industry in Farmington, New Mexico. He started with the Pennsylvania Department of Transportation’s Engineering District 8-0 in June 1986 as a Civil Engineer Trainee. The majority of his experience has been in Design: nine-plus years as a Project Manager and 10-plus years as District Highway Design Engineer.
He was named Assistant District Executive-Design in PennDOT Engineering District 5-0 in 2010. He returned to District 8-0 in early 2012 after being appointed District Executive, and he was named Acting Deputy Secretary for Highway Administration in March 2021.
