SPEAKERS - Day 2 Jeffrey MacKay, PE, CPESC
Jeff is a Principal and Co-founder of NTM Engineering, Inc. His engineering background features transportation and land development projects, with an emphasis on stormwater, erosion and sediment control, hydrology and hydraulics, and forensic engineering. His water resources experience is a combination of engineering, research, policy development, and teaching.
For the past 15 years, he has served as the Pennsylvania
Department of Transportation’s stormwater expert. In this role, he has assisted in developing policies, conducting research, writing manuals, and training staff. He is also NTM’s project manager for PennDOT’s statewide support contract for stormwater, Municipal Separate Storm Sewer System (MS4) Permit, and related services.
Jeff is an active member of the Transportation Research Board’s inaugural Standing Committee on Stormwater (AFB 65), where national stormwater experts collaborate to advance research and our understanding of stormwater in the highway environment.
Nicholas Vivian, PE
Nicholas is the Hydrology and Hydraulics Engineer for the Pennsylvania Department of Transportation, a position he
has held since 2019. He is responsible for the formulation
and implementation of the statewide engineering policies
for all design and subject matter related to Hydrology and Hydraulics. He directs a statewide program for quality
assurance in the field of Hydrology and Hydraulics, among
many other responsibilities involving Hydrology and Hydraulics design, and modeling, stormwater design and modeling, Hydrology and Hydraulics standards, scour countermeasure design for bridges, environmental permitting, and Bridge monitoring of extreme weather events.
Nicholas received a B.S. in Civil Engineering Technology from the University of Pittsburgh at Johnstown in 2001. He has worked in consulting for
six years in addition to the last 13 years at PennDOT. He is a licensed Professional Engineer.
