Utility Management Services Awarded U.S. Army MATOC Opportunity
WILMINGTON, NC – Utility Management Services, Inc., a Wilmington-based utility bill auditing and analysis
firm, has been awarded a Commercial Utilities Program (CUP) Multiple Award Task Order Contract (MATOC)
for Utilities Management Consulting Services.
This award makes Utility Management Services, Inc. (UMS) eligible to bid on future CUP task orders for
specific site needs and is the first of its kind for the firm.
“We are excited about this award and future opportunities to work with the federal government,” said Brian
Coughlan, President & Founder of UMS. “UMS has tried for several years to break into this space and being
awarded this MATOC will allow us to demonstrate our expertise at one of the highest levels possible.”
UMS was founded in 1998 by Brian Coughlan, President, to help businesses of all sizes and types lower utility
costs. A former power company executive, Coughlan knew that selecting the best rate was a responsibility
left to the customer, and that most business owners did not have the knowledge nor time to decipher the
complex information released by power providers. The firm’s corporate headquarters are in Wilmington, NC,
