4.0 Roadworthiness
4.1 Statutory Annual Test
All vehicles must undergo an annual statutory check (UK – MOT). Where vehicles do not pass this
check, the vehicle must not be used in service until a pass has been obtained.
4.2 Serviceability Sign Off
Any Group Company policy that covers safety critical defects must include a clear description, with
defined levels of responsibility for vehicle sign off and declaration of roadworthiness once defects have
been reviewed and repaired.
Documentation, or systems, used to record defects, must include a declaration of roadworthiness and
be signed, with traceability, by an authorised person. Vehicles must not be released for service until this
sign off has taken place.
Group Companies must implement a process for checking the standard of diagnosis and repair of safety
critical defects. This can take the form of quality checks on a number (or percentage) of repairs to ensure
that they are to the required standard and highlight any competence, parts or tooling issues should they
arise/be present.
5.0 In-Service Defect Management
Group Companies must establish a monitoring system to allow drivers to monitor vehicle roadworthiness
during use and they must be able to report any defects. A policy must be established to manage any
defects identified and reported to ensure that vehicles are removed from service where safety critical (or
other roadworthiness) defects are identified.
This policy is to include the requirements and protocol for repair and recovery of vehicles. It should
consider local legislation and safety policies with regard to roadside repairs, recovery by engineering,
drivers or a third party.
It is accepted that, where clearly defined and justified, a policy for each type of defect can be established
that defines management of defects with regard to the effect on the customer. This can range from
removing the vehicle from service immediately to establishing a suitable point to change the vehicle for a
non-defective one.
For the avoidance of doubt, where defects are identified and reported that are in breach of local
legalisation and roadworthiness directives, or where there is a risk of fire, vehicles must be taken out of
service immediately.
