The presiding officer shall preserve order and decorum. All questions shall be decided
by him, subject to appeal to the meeting by any member.

Section 2 Questions
In the event any question comes before the meeting for which no provision has been
made in the Constitution and By Laws, the presiding officer shall be governed in his
decision by the rules laid down in Robert’s Rules of Order.


ARTICLE XI IX

AMENDMENTS

Section 1 Proposing and Revisions
The Constitution and By Laws of the Association may be altered, amended, or revised by
a majority vote of Active members present at any Annual Meeting. Only Active
members may propose amendments and revisions.

Section 2 Procedures
No motion for altering, amending, or revising the Constitution and By Laws may be
offered by any member unless such proposed alteration, amendment, or revision shall
have been published in the magazine for the Association or the Active membership
notified by direct mail at least 30 days prior to the date the motion is offered.
