papers, and other property of the Association to his successor in office or to any
other person the Executive Committee may appoint to receive same.
c. Sign all checks and pay all debts and/or obligations of the Association.
d. Be under adequate bond as prescribed by the Executive Committee.
e. Serve as Editor of the Texas Police Journal, unless the Executive Committee
names some other person to serve as Editor, and in such event, he shall serve
as Associate Editor. In either event, he shall represent the Association in all
matters relating to publication and shall approve all material published in the
Texas Police Journal.
f. Negotiate contracts as may be needed for the publication of the Texas Police
Journal.
g. Employ and/or discharge employees when authorized by the Executive
Committee. Shall develop personnel policies to supervise and guide employees
and all such policies shall be in writing and approved by the Executive
Committee.
h. Coordinate programs and training for the Association and shall be responsible for
the physical and financial activity of the Annual Conference and all training
seminars. Approve all contracts for the Association dealing with any and all
programs, training, entertainment, etc. of the Association. Maintain a close
working relationship with the Program and Conference Chairperson. Oversee
and direct registration at all conferences.
i. Maintain a close working relationship with all members of the Executive
Committee and receive and maintain files on all reported committee activity.
j. Maintain liaison with the Texas Legislature and staff especially the House and
Senate Committees dealing with the administration of criminal justice. Keep the
President and Executive Committee up-to-date during each session of the
Legislature by working closely with the Association Legislature Chairperson and
Chairperson of the Traffic Committee.
k. Prepare with the assistance and guidance of the Audit and Budget Committee an
annual budget to be presented to the Executive Committee.
l. Maintain a close working relationship with all affiliated associations.
m. Promote TPA membership by attending other law enforcement association
conferences throughout the state.
n. Perform other association duties as may be directed by the President and
Executive Committee.

3. Knowledge, Skills, and Abilities - Knowledge of the law enforcement profession and
shall maintain liaison with state, county and local agencies that make up the
potential membership of TPA. Knowledge and skills in marketing. Ability to
communicate, manage, and supervise Association type business. Skills and ability
in legislative liaison.

a. The Executive Director shall function as the Chief Operating Officer of the
Association, all as is set forth in the Position Description for the Executive Director
Position.

b. Knowledge, Skills and Abilities: As are set forth in the Position Description for the
position of Executive Director, as may be amended from time to time by the
Executive Committee



Section 4 Sergeant at Arms
a. The Sergeant at Arms shall have command of the door of the Conference hall.
b. He shall assist the President in preserving order and shall perform such other duties
as the President may direct.
