           ABA GOVERNMENT RELATIONS SUMMIT, 3/20-22/17
           • 13 Colorado participants – CBA, ANB Bank, Valley Bank (Brighton) and especially FirstBank
           • Priority issues
             ➢ TAILOR – need systemic approach to regulatory relief
             ➢ Portfolio exceptions for QM/ATR – need relief for customers who have been hurt
             ➢ Durbin interchange – end the price controls that have damaging consequences
             ➢ CFPB – provide moderate stability for realistic regulations – probably a board for policy and
               Congressional review of budget (many scenarios below)

               ▪ Sen. Gardner – with us all the way, will sponsor TAILOR and portfolio when introduced
               ▪ Sen. Bennet – said would sponsor TAILOR, confirming
               ▪ Rep. Tipton (sponsor of TAILOR) – with us all the way
               ▪ Rep. Perlmutter – (great mood) said would sponsor TAILOR, confirming; open on portfolio
             ➢ Others
               ▪ Rep. Coffman – with us all the way, will sponsor TAILOR
               ▪ Rep. Lamborn – with us all the way, will sponsor TAILOR
             ➢ Missed
               ▪ Rep. DeGette – will be challenge, only customer impact will sway
               ▪ Rep. Polis – will be challenge, only customer impact will sway
               ▪ Rep. Buck – we are confident he is with us all the way, presume will sponsor TAILOR
           • Outlook
             ➢ Various forms of regulatory relief can easily pass the House; challenge is getting 60 votes in
               Senate
             ➢ Have 52 GOP, and need 8 Dems – targets in other states
               ▪ Dem U.S. Senators up for election in 2018 from Trump states: WV Manchin (Trump +42 points),
                ND Heitkamp (36), MT Tester (20), IN Donnelly (19), MO McCaskill (19), OH Brown (ranking
                member, 6), FL Nelson (1), PA Casey (1), WI Baldwin (1), MI Stabenow (.02)
             ➢ Good support from Administration but irrelevant to getting 8 Dems
             ➢ CBA focus on Democrats
