SOUTH AFRICAN GOVERNMENT’S
MASTERPLANS PROGRAMME
The SACC’s Wealth Creator Programme’s Webinar series on 21 July featured
a discussion on the South African Government’s Masterplans programme
as a means of driving private investment and boosting inclusion in the
country’s economy.
Led by SACTWU’s Makale Ngwenya, policy researcher and masterplan participant, in discussion
with Kelvin Campbell, writer and urbanist and the mastermind behind the Massive Small
movement, the conversation explored ‘top down’ and ‘bottom up’ approaches to social change
and economic growth, and how the two might mesh to create a dynamic, integrated model for
upliftment.
Makale Ngwenya set out the history and status of the Masterplan programme. In 2017, the
South African government reintroduced its Masterplan programme to boost inclusion and
private investment in the South African economy. The intention is to significantly amplify the
impact of policy interventions and leverage input from wide ranging sectors, from government,
to business, industry, and labour and the informal sector to speak to each other.
Policy by Social Compact
Masterplans formalise an essential feature of policy making in South Africa, which is policy by
social compact. The result is a comprehensive plan of action, policy research, and industry
deliverables, arising from collective collaboration of government, business, and labour,
developing targets, institutional structures to drive implementation, define a coordinated set of
goals and, identify challenges to drive collective solutions to achieve goals.
The programme develops plans across diverse sectors to encourage investment for job
creation, technology advancement, 4IR and career mobility to ensure that people are
trained to meet the demand, transform the economy, boost ownership by workers and
communities, strengthen supply chains,
energise national development around
regional clusters to re-industrialise the
South African economy.
The Forestry and Clothing Industry
Masterplans have been successful
in responding to the needs of local
communities involved in these industries.
All Masterplans are embedded in the
President’s Office to which they are
accountable for delivery.
