E. Consider reports of the Rector on the activities of the WBU and on the execution
of its work plans;
F. Issue directives and take measures within the framework of the present Charter;
G. Make whatever recommendations it may deem either necessary or desirable
for the effective functioning of the WBU;
H. Report annually to the President of The WFB, Executive Council of THE WFB
and/or The WFB General Conference through the Honorary Secretary-General
of The WFB, respectively, on the work of the WBU;
I. Create such subsidiary bodies as it deems necessary.
7. The Council shall meet in regular session at least once a year, and shall meet in
special session as appropriate, both of which to be convened by the Rector. For the
purpose of such meeting, it shall elect its Chairman and other officers and shall
adopt rules of procedure, including the rules for its meeting in special sessions.
8. The Council shall consider the methods of its financing a view to ensuring the
effectiveness of its operations, its continuity, and its autonomous character within
the framework of The WFB. It shall also consider the various kinds of arrangements
under which institutions and individuals may be associated with its work, and the
criteria therefore, in order to ensure its highest academic standards.
9. The Council shall grant to Buddhist research and training centres and programmes,
particularly in The WFB Regional Centres, adequate resources to ensure that their
academic staff, equipment and working conditions meet the required standards.
ARTICLE V
RECTOR OF THE UNIVERSITY
1. The Rector of the WBU (Rector) shall be appointed by the President of The WFB in
conformity with the following successive procedures.
A. The WBU Council shall appoint a nominating committee of three members;
B. The Nominating Committee shall comprise of:
a) Chairman of the Council;
b) A person appointed by the President of The WFB; and
c) A person appointed by the representative of the National Office of
Buddhism of Thailand where the headquarters of The WFB is situated;
C. The Nominating Committee shall prepare a panel of candidates not less than three
and not more than five names, arranged in alphabetical order, for consideration
by the Council;
