NEW SAFEGUARD MEASURES AND CBAM
On October 7, 2025, the European
Commission proposed new safeguard
measures for steel imports, effective July
1, 2026, impacting stainless steel long
products (e.g., bars, wire rods) in
categories like Category 21. Together
with the Carbon Border Adjustment
Mechanism (CBAM) starting 2026,
these measures aim to protect the EU
steel industry.
The safeguards cut tariff-free import quotas by 47% to 18.3 million tonnes
(based on 2013 volumes, 2022–2024 shares). Excess imports face a 50%
tariff (previously 25%). For stainless steel long products, this limits
exporters like Turkey (-60%) and India (-35%), while Japan/Taiwan gain
larger quotas. Developing countries like Brazil may be exempt if imports
stay below 3%. A “Melted and Poured” declaration tightens origin controls,
increasing administrative efforts. The measures, pending EU
Parliament/Council approval, apply until 2031, with a 2027 review.
CBAM, in its 2023–2025 transitional phase, mandates emissions reporting
for steel, including our products. From January 2026, importers buy CBAM
certificates (~€80/t CO₂), raising costs for high-emission imports. The
October 17, 2025, Simplification Regulation eases rules for small importers,
but most imports remain affected.
Outlook: Safeguards and CBAM boost EU competitiveness, though trade
tensions (e.g., India’s WTO challenge) need watching. More details on
