U. S. Judge Blocks Trump Rule On Migrant Child Detention
Kamala Harris Calls For Formal Impeachment Inquiry Into Brett Kavanaugh

LOS ANGELES - A U. S. judge on Friday blocked a Trump administration rule that would have allowed in- definite detention of migrant families, saying it was incon- sistent with a decades-old court settlement that governs conditions for migrant chil- dren in U. S. custody.

Presidential contender Sen. Kamala Harris (D- Calif.) called for a formal im- peachment inquiry into Brett Kavanaugh on Fri- day in the wake of a new sex- ual misconduct claim against the Supreme Court justice.
“I write to urge the House Judiciary Committee to take appropriate action to investi- gate recent reports about As- sociate Supreme Court Justice Brett Kavanaugh, and to hold Mr. Kavanaugh accountable for his prior con- duct and testimony before the Senate Judiciary Committee,” Harris wrote in a letter, dated Sept. 17, to the chair- man of the House Judiciary Committee, Rep. Jerry Nadler (D-N.Y.).
Harris, a member of the Senate Judiciary Committee, which conducted Ka- vanaugh’s confirmation process, announced her call for a formal impeachment in- quiry in an essay for Elle Magazine published Friday
morning. The senator wrote that the government must in- vestigate whether Ka- vanaugh lied under oath during his confirmation hear- ing last year.
Three women accused Ka- vanaugh of sexual assault or misconduct last year during the justice’s Supreme Court confirmation process. One of the women, Dr. Christine Blasey Ford, delivered an emotional testimony in front of the entire country about her accusation that Ka- vanaugh attempted to rape her when they were in high school. Just this month, two New York Times reporters surfaced another account of alleged sexual misconduct against him.
Harris argued in her let- ter to Nadler and her essay for Elle that this fourth accu- sation suggests the judge may have lied under oath and that the original investigation into these claims was not suffi- cient enough.

The Trump administra- tion had hoped a new rule is- sued on Aug. 23 would replace the settlement, which had been modified over the years to prevent the long- term detention of families. The administration had said its rule would allow families to be held in humane condi- tions while their U. S. immi- gration court cases were decided.
The judge disagreed.
“This regulation is incon- sistent with one of the pri- mary goals of the Flores Agreement, which is to in- state a general policy favor- ing release and expeditiously place minors ‘in the least re- strictive setting appropriate to the minor’s age and spe- cial needs,’” U. S. District Court Judge Dolly Gee in Los Angeles wrote in her rul- ing.
“The Flores Settlement Agreement remains in effect and has not been termi- nated,” she wrote.
