Mr. Willie M. Carter, Jr. (Billy), graduate of Middleton Senior High School class of 1962, and U. S. Air Force Veteran, passed on July 19, 2016 at his home in Vallejo, CA.
Funeral service will be held Thursday, July 28, 2016 at 11 a. m. at Wiggins-Knipp Funeral Home, 524 Capitol St., Vallejo, CA, 94590.

Body Of Missing Elderly Man Located
The body of an elderly man who was reported miss- ing last weekend has been lo- cated. His body was recovered from a small body of water near the intersection of Lake George Lane and N. Armenia Avenue.
According to the Hillsbor- ough County Sheriff’s Office, the Hillsborough County Medical Examiner’s Office positively identified the man as Maynell Benton Scott.

Scott had been reported missing last Saturday after he walked away from the Belve- dre Commons Assisted Living Facility, 1513 W. Fletcher Av- enue, of Tampa, where he had been living.
He suffered from Demen- tia and Alzheimer’s disease at the time of his disappearance.
The investigation into his death is continuing. However, no foul play is suspected, po- lice said.
Officer Shoots Caretaker Of Autistic Man

A North Miami behavior therapist trying to help a pa- tient with autism says he was shot in the leg by cops re- sponding to the scene — even after he laid down on the pavement and put his hands in the air.
Part of Monday’s incident was caught on a witness’ cell- phone camera, and shows caregiver Charles Kinsey trying to explain to police that weapons were not necessary as they aimed their rifles in his direction.
Kinsey, 47, spoke Wednesday from his hospital bed and recounted trying to show police he was not a physical threat.
North Miami police said they were called to the scene after a report of a man walk- ing around with a gun and threatening suicide.
A new video has people asking why North Miami po-
lice shot a man who was work- ing with an autistic man.
“I’m telling them again, ‘Sir, there is no need for firearms. I’m unarmed, he’s an autistic guy. He got a toy truck in his hand,’“ Kinsey said, restating what could be heard on the video.
The shooting itself is not seen in the footage, although at least one of the three offi- cers at the scene did fire, strik- ing Kinsey in the leg.
“It was like a mosquito bite, and when it hit me, I’m like, I still got my hands in the air, and I said, ‘No I just got shot!’ And I’m saying, ‘Sir, why did you shoot me?’“ Kin- sey recalled, “and his words to me, he said, ‘I don’t know.’
Kinsey’s attorney, Hilton Napoleon, said his client heard another officer ask why he opened fire.
“The shooting officer said he didn’t know why he shot
him,” Napoleon said.
The officer who fired his
weapon was not identified, but was placed on administra- tive leave amid an investiga- tion.
At a news conference Thursday, North Miami Po- lice Chief Gary Eugene did not detail who was involved or how many shots were fired. He confirmed that no gun was found.
“At my request, as of yes- terday, the Florida Depart- ment of Law Enforcement is taking over this investiga- tion,” he said.
“The State Attorney’s Of- fice is also looking at the case.”
Attorney General Loretta Lynch also said Thursday that the Justice De- partment was familiar with the incident and was working with local officials to gather more information.
