Superintendent Names New Senior Staff Members

Last week, Addison Davis, Hillsbor- ough County School District Superintend- ent, released the names of his Senior Staff. The new appointments began serving in their positions on June 1st.
Superintendent Davis said, “I am excited to introduce the new Senior Staff supervising schools for Hillsborough County Public Schools. For your review, I have included a short bio of each em- ployee along with a photo of each. After review of their historical impact in educa- tion and careful consideration, these indi- viduals have been selected to assist with improving teaching and learning within our school district.”
The new appointees are:
Ms. Kim Bays, Chief of Schools, Admin. and & Leadership Development: She brings 22 years of education experi- ence. Prior to coming to Hillsborough County, Ms. Bays served as the Chief of Elementary Education for Clay County District Schools.
Mrs. Jennifer Yarde, Elementary Region, Chief of Elementary Schools: With 24 years of experience as an elemen- tary educator, she served in many capaci- ties in Duval County Public Schools and Trenton Public Schools.
While in Duval County Public Schools, Mrs. Yarde served as a Region Superin- tendent. She is a Tampa native.
Ms. Frankye Bulmer, Region Su- perintendent: She has served students and families of Hillsborough County for more than 15 years. She is a native of Tampa, a product of HCPS, and one of many educators in her family.
Ms. Jamie Gerding, Region Super- intendent: Ms. Gerding has 23 years of experience as an educator in Hillsborough County Public Schools and most recently served as principal of Booker T. Washing- ton Elementary School.
Ms. Gerding began her career at Apollo Beach Elementary School where she taught, served as assistant principal and as principal.
Dr. Rick Grayes, Region Superin- tendent: Dr. Grayes has 23 years of ex- perience in education in Hillsborough County Public Schools.
A native Floridian, he was born and raised in Tampa, where he currently re- sides.
Ms. Lacy Healy, Region Superin- tendent: She comes to Hillsborough County Public Schools with 21 years of ed- ucation experience.
Mrs. Healy was selected for the Florida Commissioner’s Leadership Acad- emy and is certified as an instructional coach through the Lastinger Center at the University of Florida.
Ms. Julie Scardino, Region Super- intendent: Ms. Scardino most recently served as Principal at Egypt Lake Ele- mentary School.
She was born and raised in Tampa.
Marcos Murillo, Middle School Re- gion Chief of Middle Schools: He has served the students of Hillsborough County Public Schools for more than 20

Mrs. Sue Burkett, Region Superin- tendent: She received both her Bachelor and Master degrees from the University of South Florida.
Mrs. Burkett was appointed Princi- pal of Burns Middle School in 2009 before returning “home” as the Principal of Bloomingdale in 2013.
Richard Ledgister, Region Super- intendent: Ledgister has 16 years of ex- perience in education and recently served as principal and executive director for University Preparatory Academy in Palm Beach County, Florida.
Ledgister earned his master’s degree in K-12 Educational Leadership from Nova Southeastern University, and his bachelor’s degree from Florida Interna- tional University.
Dr. Tracolya Clinch, High School Region, Chief of High Schools: Dr. Clinch began her teaching career in Ocilla, GA. She earned her specialist and doctorate degrees in Educational Leader- ship. She received a master’s degree in Adult Education and a bachelor’s degree in Science Education.
Gary Brady, Region Superintendent: Brady began his career in Hillsborough County Public Schools in 1995.
In 2015, he was appointed principal at Hillsborough High School. He was named the HASA Earl Lennard Administrator of the Year in 2019 and is currently in the
2019-2020 Cohort of the Cahn Fellowship for Distinguished Principals through the Columbia University Teacher’s College.
Owen Young, Region Superintend- ent: Young most recently served as Area Superintendent, where he was responsi- ble for supervising of elementary, middle, high, alternative schools and Exceptional Student Education centers.
A Tampa native, Young is a graduate of Hillsborough High School in Tampa, and has earned numerous forms of recog- nitions. Bob Buckhorn paid tribute to Young during the State of the City ad- dress, honoring him for the “Turn Around” work done at Middleton High School. The United States Department of Education also recognized Young for Ef- fective School Turnaround in Washing- ton, D.C.
Ms. Shaylia McRae, Chief of Trans- formation Network: Ms. McRae has 22 years of experience in Hillsborough County Public Schools. She received her Bachelor’s Degree from the University of South Florida, Master’s Degree from Nova Southeastern University and Educational Specialist Degree in Turnaround School Leadership from the University of South Florida. Ms. McRae started her career as a Business Education teacher.
Mrs. Lindsey Star Connor, Region Superintendent: Mrs. Connor has fif- teen years of educational experience with a successful track record for improving schools with various complexities.
Mrs. Connor most recently served as Principal at Joseph Finegan Elementary in Duval County.
Ms. Rachael O’Dea, Region Super- intendent: Ms. O’Dea has been with Hillsborough County Public Schools for 15 years.
In 2015 she became the Principal at Lanier Elementary School and began the first Leader In Me school in Hillsborough County, which is now a national showcase school for the program. Additionally, Mrs. O’Dea improved the schools ASQI survey results, student attendance and overall school grade.
In 2018 she was awarded the Council for Educational Change Leonard Miller Principal of the Year award.
Dr. Larry Sykes, Executive Director, Climate and Culture: Dr. Sykes has 34 years of experience as an educator in Hillsborough County Public Schools. He currently serves as the Deputy Director of Achievement Schools SLN# 5. During his tenure, he has held several positions.
During his time as a district leader, he has had a direct impact on the increase of overall graduation rates as well as consis- tent school grade increases for the achievement schools, where he served as Deputy Director. Dr. Sykes has also had the opportunity to speak nationally re- garding turn around schools and received the Turn Around Administrator Award from the State of Florida Department of Education.
