                                     We strive to be the best in the world at what we do, which in

                                     turn helps our clients meet their objectives. To become the
                              best run public fund in the world, we’ll need to follow these practices.



                                  A COLLECTIVE UNDERSTANDING OF OUR
                                  FUNDAMENTAL PURPOSE

                              While practices and strategies should constantly evolve with the times, our
                              fundamental purpose never changes. It’s our reason for existing. Our purpose
                              is to build meaningful futures, first and foremost for the pension plan members
                              we serve. 75 cents of every pension dollar a pensioner receives comes from
                              our investment returns. We also build meaningful futures for everyone here
                              at BCI, through opportunities to advance and grow, as well as the Greater
                              Victoria community and the global economy. The capital we invest allows
                              others to have meaningful futures of their own through our investments in the
                              businesses, assets, and properties throughout our portfolio.

                                  FORWARD

                              If we’re going to be the best of the best, we can never be satisfied with the
                              status quo. Good is never good enough. And good enough last year isn’t this
                              year. It’s the motivation and drive that means we can never be satisfied with
                              where we are, both individually and collectively. Part of that means figuring
                              out and pursuing what we can do better or differently, and identifying and
                              leveraging our competitive advantages (investing for the long-term, and
                              our scale).
