Shared Measurement
o Recommend network-level goals and indicators to ensure uniformity of attributes that will lead to program and service excellence
o Identify sources of data required to track indicators over time
o Establish sharing agreements with owners of key data
o Recommend standardized ways to measure program participation and learner
outcomes within program types
o Support implementation of a central strategy tracking system for the purpose of
monitoring progress to promote program improvement
o Utilize or develop effective infrastructure, data collection and evaluations, as well as
quality ratings and accreditation opportunities where applicable, to measure
educational gains systematically at program and community level
o Develop current and reliable data for decision making on priority locations for services using mapped inventory of programs and services
o Provide regular reports on status of community-wide goals
