                             GUIDELINES FOR THE SEARCH FOR THE BEST EMPLOYEE


               Legal Basis:

                   1)  BOR Res. No. 119, s. 2002 dated December 2002


               WHO ARE QUALIFIED?

                   1)  The search is open to non- teaching positions involving Clerks, Laborers, Carpenters,
                       Security guards, Farm Workers, Janitors and other positions in a non- supervisory
                       capacity.

                   2)  Must have a performance rating of at least “VERY SATISFACTORY” for the last two
                       (2) consecutive years immediately preceding the search.


               WHO ARE NOT QUALIFIED?

                   1)  Employees with pending administrative criminal cases.

               CRITERIA FOR EVALUATION

                   a)  Performance Evaluation System (PES)                                     50 pts.

                       He/  she  must  have  ratings  of  at  least  VERY  SATISFACTORY  last  two  (2)
               consecutive years. To compute the points for this item, the average numerical ratings of the
               four consecutive rating periods (2 years) multiplied by 5.

               Ex. 8.76 (rating period) + 8.65 (RP2+8.80 (RP 3) + 9.08 (RP 4)

                       = 8.82      x              5    =           44.1 pts.

                   b)  Integrity and Loyalty                                    25 pts.

                          a.  Moral Uprightness

                              -   Must not have convicted of a crime or offense of any nature or must not
                                 have been involved in any case even if such was settled amicably out og
                                 court.

                              -   Must have no pending administrative, civil or criminal case.

                              -   Must not have been the subject of any complaint involving moral turpitude
