KEYNOTE ADDRESS
TOPIC: BATTLE AGAINST ONLINE-FRAUD AND SCAMS ACROSS SOUTHEAST ASIA
A recent UN report estimates that hundreds of thousands of people from around the world have been trafficked
to Southeast Asia to run online scams. Individuals have been forced into working these scams. Most victims
are men from Asia, but some come from further afield, such as Africa and Latin America. Criminal gangs,
traditionally preying on less-educated individuals desperate for quick earnings, now target victims with
professional jobs, including those with graduate or post-graduate degrees. These on-line scams, fraud,
cyberbullying and sexual crimes generate billions of US dollars in revenue. Existing regulations in Southeast
Asian countries often fall short of international standards as authorities face challenges due to weak
governance and jurisdiction issues.

Police Commissioner Dato’ Sri Ramli Mohamed Yoosuf is the 12th Director the Commercial Crime Investigation Department
when he assumed the position on May 11, 2023. He has a distinguished 36 years of service in law enforcement. The holder of a
Bachelor’s degree from Idaho State University, Pocatello, USA, he has extensive experience in commercial crime and white-collar
crime investigations collaborating with various agencies, regulatory bodies, and international law enforcement to combat economic
crime. He has successfully led several high-profiled cases relating to fraud and cybercrime, both locally and abroad.
