Obstacles to progress


                                                                                                   Realities

                       • Conditionality as implemented has weakened African Governance and created untold

                           social issues ( It has taken the 2020 Covid-19 pandemic to bring home to these

                           services across Africa)
                       • (Market) Liberalisation has undermined the economy of individual African nations

                           and through its consequences, harmed their 'value added' manufacturing and in turn
                           exacerbated and prolonged their 'Debt Overhang'

                • It is clear that both institutions have been learning as they go along. Despite this they have
                    shown themselves to be impervious to criticism, slow to accept the need to change
                • Report after report shows the

                       •  'self-imposed' haste for the implementation of World Bank and IMF conditionalities

                       • The 'dogmatism' adopted by both Institutions as being 'unquestionable'
                • Despite claiming to 'have changed' and to have adapted their country programmes to be

                    more tailored to each country there are statistical research projects that evidence this to be
                    untrue

                • Report after report shows the failure of both Institutions to develop their relationship with
                    African governments

                       • Both Institutions remain glued to a position of 'control' over African governments
                       • A fundamental requirement for a country to achieve sustained Economic and Social

                           Development is the evolution of its own robust institutions.
                       • Africa and African nations have become much more sophisticated than was the case

                           in 1960 and some, if not many, are now more capable of establishing their own robust
                           institutions

                       • The 'one size fits all' approach of both Institutions clearly referenced in reports does
                           much harm to institutional development within Africa
                       • Their is a real need for both Institutions to move from the position of 'control' to a

                           position of
                              • Agreeing with each country what the problems are

                              • Asking them how they want to solve these
                              • Establishing a tailored framework of what this might mean and exactly what

                                  the Institutions might be able to agree to

                              • Coming to a final agreement
                  (Both Institutions will say they already do this, but independent reports say they don't)
