benefits of COVID-19 vaccine. A learner who has completed required education is permitted to
administer the COVID-19 vaccinations in the designated clinics under supervision.
The implementer who accepts and implements an intervention on the basis of a medical directive is
responsible for:
• Obtaining consent to be vaccinated
• Assessing the client to determine whether the specific client conditions and any
situational circumstances identified in the directive have been met
• Knowing the risks to the client of implementing the directive
• Possessing the knowledge, skill and judgment required to implement the directive
safety
• Knowing the predictability of the outcomes of the intervention
• Determining whether management of the possible outcomes is within the scope of
his/her practice; if so, whether she/he is competent to provide such management,
and if not, whether the appropriate resources are readily available to assist as
required knowing how to contact the physician responsible for the care of the
patient if orders require clarification.
Education and Ongoing Competency Requirements for Authorized Implementers:
• All sections of the COVID-19 Vaccination Training Module must be completed by the
regulated health professional and written authorization from the Manager of COVID-19
Vaccination Clinic must be obtained prior to implementing the Medical Directive.
• RPN’s must have successfully completed the Administration of Medication Course and
recent IM administration experience or completion of RPN Diploma program in order to
administer COVID-19 immunization.
• Training must be completed on an annual basis.
• The training module includes this COVID-19 Vaccine Medical Directive, Appendix A and
all reference material outlined in the References and Resources section below.

4.0 INDICATIONS:
• A regulated health professional under the direction of Corporate Health, Safety and Wellness
and on authority of this medical directive, can initiate the COVID-19 vaccination of vaccine
recipients for active immunization to prevent COVID-19 infection caused by SARS-CoV-2 virus.
• This medical directive applies to vaccine recipients who fall under the provincial criteria for
vaccination as defined by the Ontario Ministry of Health and who have been directed to Unity
Health Toronto to receive the vaccine.
• The vaccinator must be knowledgeable regarding the protocol for obtaining consent for the
vaccine, vaccine administration and the management of anaphylaxis events including being
familiar with where an emergency and anaphylaxis kit is kept.
