Cost Certainty
For you to make informed decisions regarding the development of your project, you will need to have
accurate and timely data. At the intersection of the projects program, scope, and design is the element of
cost. One of the most important roles of the Horst Preconstruction Team is to regularly analyze the impact
of each decision on the overall project cost. Cost certainty is at the forefront of this critical decision-making
process.

You will discover, as the partnership progresses, that the Horst team will even begin to prepare for your
needs and evaluate them in advance. This estimating expertise helps you make informed, cost-driven
decisions early in the process, resulting in all the advantages of:

Our cost estimating is performed in-house by a team of experienced and knowledgeable estimators.
Supplementing their years of experience of demonstrated accuracy and common sense is the real-world
data for the Central Pennsylvania area maintained in their estimating systems. Our historical data is based on
actual Horst projects.

Detailed estimates are derived from a thorough analysis of the developed drawings provided by the design
team. The estimate is organized with detailed individual line items that are defined, quantified, and priced.

Following each estimate, a document is assembled listing the parameters within which the estimate was
obtained, as well as quantity takeoff and any Value Engineering or alternative design solutions that have been
identified at this early stage. A document will compare and track each of the budgets going forward so the
team knows how it got to where it is at any point in the process.
