PRECONSTRUCTION APPROACH
Project Procurement
Working with the project team, we will determine qualified subcontractors and suppliers who will be
invited to bid the project. You will have final approval on the subcontractors invited. Horst Construction
is a member of the Keystone Chapter of Associated Builders and Contractors and has established rela-
tionships with subcontractors throughout Pennsylvania, as well as Maryland, Delaware, and New Jersey.
Procedure for qualifying subcontractors:
n Review Horst Construction’s subcontractor evaluations from past projects
n Obtain subcontractor’s financial information
n Check references
n Review safety program and safety record
n Examine related project experience of each candidate (i.e. an electrical subcontractor may be great for
new retail, but not for multi-family housing work, and vice versa)
n Review the subcontractor’s workload and which of his teams will be proposed for the project
Bid process and procurement plan:
n Pre-bid communications with subcontractors and suppli-
ers - Horst Construction works closely with subcontrac-
tors and suppliers prior to bidding to address all concerns
or questions they may have related to the project.
n Bid project and review details with you - The goal is to bid
each trade to a minimum of three qualified and vetted
subcontractors. Horst will share our subcontractor bid re-
sults with you and you can be as involved in the process
of selecting subcontractors as you would like to be.
n Early identification of long lead items and development
of procurement plans - We understand how impactful
long lead items can be on the timeline of any project. We
will identify and manage procurement of all long lead
items to engage subcontractors and suppliers and ensure
their timely delivery and installation.
