PRECONSTRUCTION APPROACH
Phasing and Logistics
Development of detailed phasing and logistics plans are an integral step in the preconstruction process. These
plans are initially used to assist in the development of accurate estimates and to ensure the constructability of
the project. By proactively developing these plans, construction issues are minimized, and potential delays in
the progress of the work during the construction phases are avoided. Horst Construction reviews and analyzes
design documents and specifications as they are developed, with particular attention to the construction de-
tails and coordination with design disciplines. We will also advise the Design Professionals of any provisions for
controlling construction schedules and on general and special condition sections of the specifications that will
ensure the smooth progression of work.

Value Management
Value management is a term for the systematic analysis of alternate ways to achieve the essential functions
of your new building in the most cost-effective manner, consistent with your needs for performance, quality,
reliability, aesthetics, safety, and efficiency. This can be a beneficial technique for reducing costs and ensuring
that the project is the best value for your organization.
We keep a log of all Value Engineering (VE) ideas for review at each preconstruction meeting. Each suggestion
is evaluated and either approved, reserved for continued study, or eliminated from consideration. Thus, all
team members know at any given point in time the impact of these changes to the budget.
During the VE process, the project team meets at the beginning of the project and at appropriate intervals
throughout to identify, analyze, and evaluate alternative materials, equipment, and systems – looking at
their impact on cost, schedule, and end-user experience. These might include mechanical, electrical, interior
partitions, and finish materials. Any recommended changes will include an analysis of their constructability,
reliability, and performance.
