               IMPLEMENTING GUIDELINES

               PLANNING AND IMPLEMENTATION PROCESS

               1. Assessment of the Environment


                       The university in consonance with its mandate to perform its fourfold function in
               instruction,  research,  extension  and  production,  shall  provide  policy  directions  in  the
               management, administration and support systems in the planning and implementation of
               research, extension and training programs for the furtherance of its vision, mission, goals
               and objectives.
                       IFSU through its ET programs is committed to    pursue excellence in extension
               and  training  programs  to          improve  instruction  and  empower  communities  to  foster
               development and a better quality of life of the people. This will be done by working closely
               with the Local Government Units and other government agencies who are directly in touch
               with the local people.

               2. Priority Setting

                       Pre-planning activities shall be done to determine the needs of the clientele as well
               as the available resources of the office including the partner agencies. Also, involvement
               of the clientele is critical as to ensure sustainability of the programs to be implemented.
               R&D agenda in the local and national arena is also considered to complement with the
               development  plan of  the  country.  Aside  from  the  UEC,  the planning,  implementation,
               monitoring and assessment of extension and training (E&T) activities will be done with
               the community.

               3. Extension and Training Proposal Preparation

                       E&T proposals shall be prepared in line with the identified needs of the community
               with consideration to the flagship priorities of the Local Government Units of the province,
               DOST, PCARRD and CHED relevant to the efficient delivery of extension services to the
               community.

                       The proposals shall cover areas for the strengthening of indigenous technologies
               and the dissemination of matured technologies generated by the research undertakings
               of the college.

                       Impact  training  programs  to  be  conducted  shall  be  in  support  to  instruction,
               research and extension and community development programs of the college as a whole
