What the evidence says and doesn't say
• It is critically important to understand the differences between the AK model
and all other state DT Licensing Laws (and bills).
• AK is "recruit-train-deploy"
• MN and all other states are "License them and let them choose where to
work"
In 1971, The Inverse Care Law stated that: "The availability of good medical
care tends to vary inversely with the need for it in the population served. This
...operates more completely where medical care is most exposed to market
forces, and less so where such exposure is reduced."
As an example, not too many years after Canada switched to the "let them
choose" approach, this is an after-the fact description of the
outcome: "Stakeholders did not anticipate the integration of dental therapists
into the private practice dental team in Canada and, moreover, failed to
appreciate the magnitude of its impact on recruitment and retention of the dental
therapist workforce in the public service." (Uswak 2012)
