PROGRAMME ONE:
Chief Executive Officer’s Office
          Programme Purpose
The main purpose of the Chief Executive Officers’ Office, is to provide strategic guidance through delivering on the strategic objectives while ensuring compliance within the legislated environment.
Functions co-ordinated under this programme include:
• Developing strategies, policies and standards of
performance.
• Developing statutory and ad hoc reporting on the
performance of the organisation.
• Monitoring performance and evaluating the outcomes of
the organisation.
• Driving the programme of Governance, Risk and
Compliance through the Organisational Values, Culture
and Leadership.
• Advocating, drafting and implementing policy and
legislation.
• Developing, networking and engaging stakeholders to enhance relationships, encourage local production and to ensure a clear understanding of the mandate and services of KZNFC.
• Negotiating and entering into partnerships with various stakeholders to enhance the competitiveness of KZN through film-friendly programmes and to secure additional funding to further enhance and increase our outcomes.
• Overseeing the effectiveness of the functions and operations of the Board and its committees to enhance its governance and oversight.
• Oversee the internal audit function and risk management of the organisation.
• Conducting research designed to inform future programmes of the organisation.
• Managing the Corporate Social Responsibility programme for the organisation.

High-level Review of Performance Information
Research Projects
There were six research papers planned for the year. The outbreak of COVID-19 at the beginning of 2020, adversely affected the planning and execution of the research projects during the financial year. COVID-19 restrictions and protocols meant that the normal conventional ways of gathering data and conducting interviews could not be followed. This had an impact on the turnaround time, in terms of obtaining information and finalising the research projects. Despite the
above-mentioned challenges, the business unit completed eight research projects during the year (these were Economic catalyst at a Municipal level Ugu District Municipality: a desktop study on the impact of COVID-19 on the film sector in KZN; research on the Film and TV analysis in quarter 2; KwaZulu-Natal Film Sector Baseline Study; an update on films shot in KZN; a collection of identified KwaZulu-Natal Legends and Historical Sites, KwaZulu-Natal Markets and Festivals Study and a study on Slate), two in excess of the planned target as Moses Kotane Institute (MKI) assisted
